Menu Bar

I am helping someone with Outlook 2000 on XP. I wanted to install the
Microsoft backup software, but I can't. He has no menu tool bar! I know
it is supposed to be impossible to not have one. The other Office pieces
seem to be have menu bars. Is the only way to get it back is to
reinstall Office (Outlook in particular) or is there an easier solution
to restore this tool bar?

If he has any toolbars at all, right-click one of them, choose Customize and
restore the others.
