Menu Bar Anomaly (multimple apps)

I have noticed recently that several applications, some third-party, other
Microsoft (usually older ones), have a minor anomaly in the main menu bar
(File.. Edit.. etc.). The background to the text is white, regardless of the
background color of the rest of the window elements. I have no idea what
causes this, and it's really not that big a deal, but it's still a little
annoying. Anyone else experiencing this?
