memory test and cant log on

i shut down my computer in a hurry while it was turning on
and now cant turn on the machine even in safe mode. the
computer is on a loop with a memory test and then an
attempt to load windows but simply repeats this cycle
continuously. thank you so much for any help!

Chris, you could try a System Restore from Safe Mode with Command Prompt
if you can get there. If not and you have
