Memory seen on 32-bit Vista Ultimate

Question is when a computer has 4 GB of RAM and memory seen by the OS is only
2.5 GB. What is the issue?
 
Nothing. It just means that 2.5GB is available for user programs and 1.5GB
is being reserved by the BIOS for hardware buffers and such. These are
ranges of memory used for memory mapped I/O for various devices. Vista SP1
is changing what is reported from memory available for user programs to the
amount of phyical memory installed. It is just a reporting change, however.
No more memory will be made available to user programs, just what is being
reported.
