Meeting sent as email, not meeting request

When I create a meeting, it goes to attendees as an Email, not a request.
They cannot accept the meeting since it is just an Email. Then the meeting
does not get booked as no one has accepted it.
Using Outlook 2000 and XP with service packs. Exchange 5.5 sp4.
 
You need to force Rich Text format - right click on the address, select
properties and check the box at the bottom.

I'm sorry, but I do not follow where I should right click. I tried in the
Outlook propreties, and in the meeting request...but could not find the
option to force rich text. Maybe I'm not looking in the right place?

I found this option on Outlook 2003 (without exchange):
If the contact exists in your address book:
Open the contact. Right click on the e-mail address field and select Outlook
properties.. then change the Internet Format drop down to either "let outlook
decide" or "send using outlook rich text". Then "Save and Close"

If not:
right click on the e-mail address in the To: field of the meeting request
(before sending) and change the dropdown menu.

Does anyone know why or how this Internet Format gets changed in the first
place? Seems like something is changing this to "Send using plain text only"
without me knowing it for some contacts, but not all...?
