Meeting requests as attachments to external users

I currently have some consultants working for me that are
not on our network. When they send a meeting request to
me, I get the request as an attachment which I can open up,
compare to my calender, and then accept, tenative, reject
(and then this is sent back to them to update their calendar).

When I send them a meeting request, they just get some of
the meeting info in text in an email - no meeting request
attachment, no option to accept, tentative, decline. What
causes this descrepancy in behavior? I have Outlook 2002
and they have 2003, but I don't think that's the issue here.
