Measure server usage by Real Helix Server

Hi there.

I have the following challenge.

I've just bought a new intel server for two main applications.

Real Helix Streaming Server and Web Server (dynamic content) (IIS or Oracle
OCJ4)

The problem is that i have two different types of users (clients) and none
of them
want to share the server. Any of them argue that their application is under
a heavy
load.

I need to measure the utilization of each application so i can justify the
allocation of each
application.

What would be your best strategy to develop this report??, my goal is to
provide a report
of which day the application is under a heavy load. I'm sure that one of
them is not telling all
the truth.

Any advice, Any tool, that can help me?
