I loaded a new copy of xp to the c: drive in a folder called xp. I had me on
the machine and it wasn't working. So how do I now get all my pervious
programs that worked in me to work in xp?

If the programs are not working, they will need to be reinstalled.

Did you perform an upgrade or parallel installation?
If parallel, you need to install the programs to Windows XP.

Jupiter has already responded to your question. Just wanted to add...

Is Windows ME on C: also? Having two operating systems on one partition is
useful for troubleshooting but not recommended for everyday use. It is not
a supported configuration as it can cause problems in the long run.

Boot into WinXP, insert the installation CDs for the desired
applications, and follow each application installation instructions.
