Its on the Visual Studio Prerequisites disk that comes
with Visual Studio 2003. If you download dotnetfx.exe
directly you will probably also need to get the latest
mdac_typ.exe seperately.

I took a look but it only comes with MDAC 2.7SP1.

AFAIK, 2.8 was only released with Windows Server 2003
