MCP hard drive question?

Can you please tell me what causes the format utility
within Windows XP to format a hard drive to 86 percent,
and then just stop. Never goes to 100 percent. Have
installed all updates, sp1, etc. Have a new Gigabyte
motherboard so LBA support is not a concern. Western
Digital 160 GB in question. Tests show the drive as
good. Cables ok, BIOS new, only drive on IDE3 cable,
jumper settings correct. Please advise???
