Maximum RAM not avalable for Adobe image editors

I'd appreciate any feedback on this issue: when I use
Adobe Elements or Photoshop--current editions-- to open
and/or process uncompressed.tif files, I frequently get
the error message: that the "program could not complete
the task because the is not enough memory available
(RAM)".

The files in question are mostly under 100mb, while I
have a gig and a half of RAM installed. What gives???
