Maximize/Minimize/Close File Buttons Not Visible

I received an Excel 97 generated file from a colleague.
It is a file that I am able to edit. However, none of the
max/min/close file buttons were available for use, and the
multiple worksheet page tabs normally at the bottom
weren't available either. Is there some command that I
can get the buttons concerned to appear?
 
Maybe they protected the workbook.

Try Tools|Protection
Is there an Unprotect workbook option?

If yes, you may need a password to unprotect it. (You can protect a workbook
so that users can't change positions of windows.)

And under tools|Options|View Tab, there's an option to show/hide the worksheet
tabs. I could toggle this with workbook protection on or off.

(But sometimes the scrollbar is dragged too far to the left and just blocks the
worksheet tabs, too.)

(and ctrl-pageup/pagedown will cycle through the worksheets, too)
