Marquee Missing From FP2000 Component List

I use the Marquee component in FP2000 for my website. A friend who
also uses FP2000 cannot create a Marquee with his FP. Marquee is
greyed-out in his Insert/Component list. What is wrong with his FP?
Should he reinstall it, or is this an add-on that didn't get added on?
 
Have him check his Tools - Page Options - Authoring
- browser schema needs to be set to IE 5 and all other options turned on

PS
The Marque tag is not globally supported, so it should not be used
