marquee does not highlight in front page

Hi i cannot put a marquee on my site because front page
does not highlight the option???? why is this ? i am
using office 2000 pro
 
Tools | Page Options | Compatibility tab, set browsers to IE or custom, no
support in NS browsers, at least version 4.
