I cannot see how I can change my settings to have the little arrows that indicate whether I have replied to or forwarded a message when it is in my inbox

Most reply/forward options can be found in Tools | Options | Preferences |
Email Options... (there are more if you click the Advanced Email Options...
button)

BUT - I don't believe there is an option to turn on or off the little
arrows...by default you will see the LAST ACTION you performed on that
message (i.e. if you forwarded it after you replied earlier in the day, it
would just show that you forwarded it).

I can't even get it to show the last action - all of them just show the envelope without any arrow

This isn't a setting. Note that when you are using an Hotmail account you
won't see the change in icon.

Not natively but you can use Hotmail Popper for this.

Then does anyone know how I can get my messages delivered directly to the
Inbox in Outlook instead of having separate folders for Hotmail accounts?

I am unfamiliar with that - can you tell me what Hotmail popper is

Not really as I never used it. But for the end user experience it will let
the Hotmail account act like a POP3 account so you will have more options
available (I believe even the message rules work) and the message are/can be
stored locally instead of on the Hotmail server
