According the popup help (by clicking on the "?" title bar icon and then
clicking on this option), this option doesn't work when using Word as
your e-mail editor, so you have to use the embedded editor in Outlook.
Also, this option only works when replying to or forwarding an already
received e-mail, AND it only works if using HTML format. If the sender
sends in plain-text and you are configured to respond in the same
format, then you are replying in plain-text and this option doesn't
work. You could change your options to force use of HTML for your
replies but that is impolite to your sender since they may have sent in
plain-text for a reason. Your comment must be WITHIN the body of the
duplicated e-mail content; if it is outside, like at the beginning of
your reply, then it is not a comment within the original content and
doesn't get the comment prefix you specified.

So you need:

- NOT use Word as your e-mail editor (it has its own revision marks
feature).
- Your reply or forward must be in HTML format.
- Your comment must be inserted somewhere within the body of the
original message.
