Margins for reports (labels)

Is there a way to set margins for reports (specifically
labels) less than 0.166" (which appears to to be the
minimum?

Margin minimums are determined by your printer driver, not Access and there is no way
to override them. The driver is essentially telling you "I can't print there"
anyway. 0.166 is actually one of the smaller minimums I have seen. Consider
yourself lucky.
