MAPI error exporting from Windows Mail to Outlook 2003

The only way I can see to get my messages from Windows Mail to Outlook 2003
is to export from Windows Mail to using Microsoft Exchange format but I get a
message box saying "The export could not be performed. An error occurred
while initializing MAPI." I have tried to identify Outlook 2003 as my
default program and have verified all of Outlook 2003 is installed on my
computer. The only thing I have not done is uninstalling then reinstalling
Outlook 2003. Will this solve my problem or can anyone help me?
 
Yes, I tested my email accounts after setting them up. Is there anything
else I should verify in Outlook 2003?
 
Is Outlook shown as default in Internet Options?

Yes, I identified it as the default. And I tried identifying a different
program (WinLiveMail) as the default. All to no avail.
