map a key to an application

I have a program that lets me map F11 so that any time I hit F11, it'll run a particular program.
Can someone tell me how to do this? Is it done in the registry or what?
 
Try this

Create a short cut to the application on your desktop.
Right click the the shortcut icon then click on properties.
Make sure you are on the shortcut tab then click in the box labelled
shortcut key.
Then press the particular key (or key combination) you want to use.
Click OK.
Now you should be able to start the application using the shortcut key you
chose.
