Why is it that when a 'Service' is set to manual, and if a program that use
it, the program will not work right? Does the service kick on when a
program needs it?

Thank you,
David

I've read that a couple of times... I'm not sure what your first question
is.

When a service is set to manual - that just means it can be started if
something starts it (like another service, an application, whatever.) The
'something' that starts it has to do it properly - it's not just going to
just magically know when it is needed and start.

Automatic services start when the machine is turned on.

Disabled service don't start unless you change their start method to
automatic or manual.
