mandatory slide?

I have created a slide deck for a large group of public speakers to use in
their presentations. They can modify the deck as they wish EXCEPT there are 4
slides that are mandatory for every speaking engagement. Is there any way to
"lock" these 4 individual slides so no one can delete them from the deck?
 
Not really. If they can edit the presentation, they can delete the slides.

Do not try to lock the slides. Whatever you try, they will find a
workaround. TEACH them, WHY these slides are mandatory. Or even better: Make
the slides so good that they WANT to use them.
