managing licensed application sessions

Could you please advise me if there is an in-built tool in
windows 2000 terminal server that I can use to control the
number of users' allowed access to thirdy party
applications at anyone time for these server types.

If not, does anyone know of any inexpensive tools or a
work-around that will allow me to manage licences in this
way.

The license manager tools I've appear to provide
application/session control for only Microsoft products.

There are a few tools out there, but I can't recommend any
since I haven't had to deal with any. I solved the
problem by using a script that runs whenever the program
is started. It checks all your terminal servers to see if
the program is being used, and if the total number of
instances is greater than the number of licenses you have,
the user is given a warning and kicked off the program. I
can post this script if you'd like, just ask.
