Is there an app which can set Windows to use maximum system RAM before it
starts creating/enlarging the swapfile? And to shrink the swapfile to
absolute minimum necessary size at all times?

I realise that Windows needs a swap file, but it seems to take disk space
and not give it back until re-booted (a bit like lending money to my
Brother-in-Law).

Find your system.ini and open it up in notepad. Under it's[386Enh] section
type "ConservativeSwapfileUsage=1" (without the quotes) click save (not
save as) and reboot. Windows will still use the swap file to varying
degrees depending on the amount of ram you have.

To improve swap file ( Virtual Memory ) usage on systems ( W9x/ME )
with more than 64Meg RAM
http://www.aumha.org/a/memmgmt.htm
DON'T set any min/max parameters . Let Windows handle it!
Put this entry in the system.ini file under [386enh] .
ConservativeSwapfileUsage=1
Check on your swap file occasionally; if you haven't been playing
games or running intensive apps, the swap file often will be 0
(zero).
