Manage Groups option disabled

I am using Windows Messenger 5.0 (WindowsXP+SP2). For my messenger
Tools-->Manage Groups is Disabled.
Can this done by the Administrator of ExchangeServer?
OR
Is it a part of Exchange server configuration?
How to enable that option.
Note: The addGroup option is not at all present under " I want to" menu

Neither I'm afraid, Exchange IM does not support groups.
