manage add ons

I am trying to enable add ons. when I go to IE, tools, the manage add ons
button is grayed out and doesn't allow me to access it. I can I turn this
option on?

Boot to Safe Mode, F8 on restart, and log on as the default Administrator.
Change the add-on settings, and if necessary, give your own user account
admin rights in the User Accounts app in Control Panel.

Right-click on the icon you are using to start Internet Explorer 7 and
chose Properties. Is this what you see?

C:\Program Files\Internet Explorer\iexplore.exe

Does Internet Explorer work correctly?

In Internet Explorer, select Tools, Manage Add Ons, Enable or Disable
Add Ons, place the cursor on the Disabled Add On, and in Settings check
the box before Enable.
