Malicious Virus issues and regedit and msconfig

Help
Long story but I have virus issues that are preventing me from running MSCONFIG and REGEDIT. In addition they are not permitting me to activate Norton. In addition to that I went to housecall after doing a preinstall scan with Norton that showed my system to be clean and found I had 233 infected files, many infected with viruses Norton doesn't even seem to list on their site! Finally, I began trying to resolve these issues Monday and Norton has yet to respond to my e-mail request for support. Since I've already spent better than $150. on their products in less than 6 months I'll be darned if I'm going to pay for anything else if they can't respond to an email in 5 days.
How can I fix this? If I uninstall XP and reinstall will I lose all my data?

I am also unable to start up in safe mode. I'm not highly technical but I do know what I'm doing up to a point. As I said, it's a long story. I could use some suggestions and hold the sarcasm please. It's not appreciated.
 
Did you delete them when you finished the Housecall scan? Jym

I tried. The problem is that I can't get into some of the files and unfortunately the Housecall scan didn't allow me to print the report the way the Norton Scan does. I did print out the fixes but they all require that I get into config or regedit and I can't do it. Someone just suggested I try another free trial product but again, my system won't let me run it.
 
Oh! Apparently the viruses that Housecall found for the most part were just uncovered Wednesday this week. While I was struggling with Nortyon. ArgHHH!
 
One more bit of info. I've been working with computers since 1968. This is the first time I have ever had a virus problem. Hence my frustration. And lack of experience in removing them

The viruses may be hiding in the protected System Restore files. Go to
System Properties / System Restore and turn off System Restore. Reboot then
turn System Restore back on. Jym

Thank you Jym, actually I have done that already and have deleted all the files from that folder. They were infected for sure but I still have viruses in lots of other places according to Housecall
