Making Word as email editor setting permanent in Outlook 2003

I want the Word as email editor disabled all the time. But everytime I start
or restart the computer Outlook rechecks that box and enables it. Is there
another setting or something to make that setting disabled permanently or
least until I manually enable that setting?. I would appreciate your help.

many settings are not saved until outlook is closed completely - so after
closing Outlook, look in the task manager and verify it's closed.

note that if you are on a network, the admin may have a group policy
enforcing word as the editor.
