Making Web Pages Available Offline

I belong to an ezboard gold community. Some of the
members have tenuous ISP connections, so I explained to
them how web pages could be made available offline. None
of us have been able to get it to work, however.
Everyone get an error message that says "Error
downloading URL".

I have gone through everything that seemed applicable in
the Windows XP Help and Support Center. Does anyone have
any suggestions?

What are your trying to save and view offline.
It may not be possible.
