Making the 'Edit Labels' changes apply to who network

I am using a couple of public calendar folders. If I edit the labels (for
colour coding the entries) on one folder they only apply to the workstation I
am at. This may be by design. But if, on the same workstation, I edit labels
on the other public calendar, the labels for the first calendar are set back
to defaults.

I really need to edit labels globally for all users or for the public
folder. Is this possible.

That sounds very peculiar. The text for the color labels is specific to each folder, not each user, but can be changed only by an owner of the folder. Do you have folder owner permissions?
 
Yes, but all users have owner permissions I believe. Could this, in itself,
be causing problems?

Yes, I think it could be part of the issue, because each person could be changing the labels to suit themselves. It's usually better to let just one or two people have permission to manage such settings on the folder.
