Making Programs Available Under Another User Account

How do I make a program installed under one account
available under another user account?

Thanks in advance for the assistance.
 
You could try:
Right click Start button
Select Explore and/or Explore All Users.
Then open the Programs folder.
Then rearrange shortcuts for the programs you want into either All Users or
the individual Users Start Menu.
