making photos smaller for e-mail

Hi I am using windows XP home edition, somehow I have
shut off the feature that ask you if you want to make
the photos smaller when you are e-mail them. I have read
about the REGSVR32 SHIMGVW.DLL fix for some readon that
does not work. Does anybody have a clue?

go on the microsoft website check out the power toys and

download the image resizer its just as good.
