Making partition bigger

I have it so in disk management:
C (Windows) | Free Space | E (FAT32) | Linux swap | Linux

What tool can I use to add some of the free space to C? It should be free to
use. What are the risks? Should I have a backup of E? Are my linux
partitions far enough from C to be safe?

I use the LiveCD version.

Dowload the ISO file and burn it to a CD. If you don't know how to burn and
ISO file to a CD consult the help file for your burning software. Once you
have the file burned to the CD you can boot the computer from it and use it
to partition your drive.
