Has anyone seen any program that will scan directories and if it encounters
a duplicate file
it will allow you to create a soft-link to the other file ?

By soft-link, are you referring to functionality specific to NTFS
(symlinks or however)?

Or is there chance you mean regular old .lnk shortcut files? /IF/ this
latter (standard shortcuts), then:

http://www.clonespy.com/english/

You set the options to where it will make a shortcut left behind in the
source where it deletes dupes.

Incidentally, for that screenshot, I've also enabled the option of moving
dupes to a temporary third folder. I really liked how that option was named
in the earlier versions of Clonespy: "Chicken Delete."
