making drive letters permanent

when i try to plug a flash drive or other peripheral into the computer it
always tries to make it the F: drive. the problem is that drive is already
taken by a network drive. is there a way to make it so whenever a flash drive
or similar device is plugged in it will automatically mount to some drive
other than F:? I know you can change the drive letter but it appears that
only saves it for the particular brand of drive you are using. what i want to
do is have anything that is plugged in mount to something other than F:
without having to change it every time

So you want to reserve F right? You're saying that you want to prevent any and all removable drives from taking F?

I don't believe that's possible because if you attach a new drive to the system that has not been seen before, Windows will
automatically assign it the lowest available letter.

Can you set the drive letter of the network drive instead? There's been a few others who have had this problem:

There is no build in way in XP.
