1. Contact button on navigation bar is linked to Outlook contacts folder, so
you won't be able to drop email on nav pane and create business contact.
However, you can do that by dropping email on Business Contacts folder.
2. You can do this buy changing the order in Address Book dialog. Open
Address Book. Click Tools->Options and you will see the ordering of various
address book. You can move Business Contacts on top so Outlook will resolve
from BC first.
3. Unfortunately, Outlook navigation bar is not customizable so you can set
the contacts button to display BC folder. However, in an Outlook session,
Outlook will remember your navigation. If you click Contacts button and
display BC folder, Outlook will remember that setting as long as Outlook is
running. Restarting OL will reset it though.
4. BC folder doesn't allow distribution list. You can create DL in OL
contacts folder and select members from BC folder.

Please help me find a way to confidently use BC as my sole Contacts. This
means:
I can drag an email to the Contacts button on the Navigation Bar or to the
BC folder and have it save the contact info in BC
I can address an email and it chooses from BC
I can click on Contacts in the Navigation Bar and BC shows up
I can create a distribution list and save it in BC
