It is not clear from your description what is exactly the problem. However,
'Tweak UI' should do whatever trick you need.
Download 'Tweak UI' for Windows from the Microsoft website and install it.
'Tweak UI' has a simple interface that allows many Windows settings to be
changed without directly using the registry. Once you have 'Tweak UI'
installed, open the program and a window will appear with a tree on the left
containing the 'tweaks' that are available. Expand 'General' and then click
on 'Focus'. The pane on the right will then show the options. Check the
'Prevent applications from stealing focus' box. In the same pane you can
select for the taskbar button for any new window that is opened behind other
windows to blink.
This should be a lot easier and MUCH less risky than editing the registry.
And there are many other simple changes that you'll find useful.
