Making a standard Start menu?

Under XP I could copy application shortcuts to a menu that you would see
above programs when you first click start. I would put it under all users >
start menu folder

is there anything similar in vista (and windows 7) when I am using the vista
/ windows 7 start menu instead of the XP style Start menu?

In addition to what HOGCALLER said, there is an option "Pin to start
menu" on shortcuts in the start menu. I suspect this might also do what
you want, but I haven't tried or researched it yet.
 
yes i know about the pin to the startmenu but that is specific only to the
user who is signed on, i want to be able to have a "global" pin to the start
menu similar to the way in XP and Vista (in the XP menu style) I can put
short cuts that show up when you click start and they appear regardless of
who signs in

OK, it looks like HOGCALLER wins this one :-)

Yesterday I couldn't find the Start Menu either, and I was going mad
(mad, I tell you), but I finally stumbled across C:\ProgramData. I
think I clicked on something and said "Open containing Folder", but
maybe I went on-line and found it. I did too many disorganized things
yesterday to remember :-)

OK, I looked and rediscovered it. If you right click a shortcut on the
Start Menu/All Programs pane and choose Properties, the Details tab
points to the right folder. The property is Folder path; look at its
Value.
