What is good inexpensive program for making a DVD that will play on a TV,
from a PPS?
 
Unfortunately you want "good" and there aren't any convertors I have seen
that produce a "good" result. If you have a powerful enough PC I'd suggest
a capture program like Camtasia. Not perfect but the best option at the
moment.

This depends on your demand.
If you want to create DVD with DVD Menus and inner hyperlinks retained
to play on TV with a DVD Remote controlling the playback. You may
choose PPT2DVD which can burn PPS to DVD as well. Download it here:

If you want to create standard DVD with no DVD Menus, you may use PPT
to Video to convert your pps file to mpeg video, then burn the video
