Making a bootable CD

Can I burn a CD that can be bootable like the Recovery
Disk that previous versions of Windows had? I have a
notebook computer that crashed and it currently has a
formatted hard disk without an operating system and
either a floppy or a CD drive but not both at the same
time so I need a bootable CD.
