Make VPN Client installation package

Hi,

I am trying to make a VPN client installation package with a Microsoft VPN
client that would be packaged into a *.exe so that I could send it to a user
and they could simply double click this executable and the Microsoft VPN
client would be configured and a shortcut placed on her desktop. (similar to
"connection manager" in sbs 2003). I know how to make self executing
extractables but does anyone know or can guide me into making a Microsoft VPN
client package??
Any help is greatly appreciated. Trying to do this with Window s2003 and
Windows XP/2000
