Make same Template open when Word opens?

Hello,
I am looking to get a template to open with custom header
and footers, as word opens.
The application is for sales reps who arent computer
savvy. I want them to click on ther document on my
intranet, and have it open with a designed template every
time.

That's what templates do. What's the problem?

Well, I tried using a template on my machine for testing.
It seems that I can open word and that default template
will open.
Now, if I click on the file on the web server "1234.doc"
It opens using normal.dot and not the template I created.

I dont get it.
