Make public calendar someones personal calendar?

We have our CEO that currently mainly uses a Public Calendar as his main
calendar, however when meetings get booked through email and he accepts they
will only go into his personal calendar (I understand this is normal
behaviour).

Is their a way to make his default calendar a public Calendar?
 
He doesnt use his personal one, just the public one. He wants to make sure
everyone in the organization has access to it.
 
Why not give everyone permission to view the personal one? (Change the
default permission on it)
 
Then teach them how to see his Calendar using the Group Schedules. The
whole company should be able to see his free/busy data even without
