make outlook defaul email manager

Can someone tell me how to make OUTLOOK me default email
manager? At the moment Outlook Express is set as default
email manager. I tried to uninstall OExpress but its
tricky because it is part of Internet Explorer!
So, can someone help?
 
Control Panel-> Internet Options-> tab Programs
