The **Best** way to deal with this issue is to design
everything for 800x600 and be done with it.

There are a few things out there on the web that will resize
most forms. The Access XX Developer's Handbook includes
procedures for it (also available on their web site). I
think there is at least one commercial product, try googling
for ShrinkerStretcher or something like that.

Agreed. Or use 1024 x 768 and get any users who complain that it all looks
too small on their 14" monitors to move to a 17" unit. 800 x 600 is getting
less and less common these days.

Although in the version I have of the ADH (2002), the code still does not
re-size a main form with a subform in datasheet view. I seem to remember
them claiming that this would be too complicated.

From the users' point of view it would be best if you had multiple versions
of each form, so each version was specifically designed for a specific
screen resolution. Nothing can beat this for good-looking forms, but it is
a right pain for maintaining the front end.
