Make file available for download from web page

How do I make a text file or a Word document available as a download rather
than having it open in it's respective application on the client's pc?

The easiest way is to put it into a Zip archive, and link to it.

You would either have to zip it or place a note next the link, instructing the user to right click
and select to save to their HD.
