make default "Save as" the html only option

Hi,
I don't think that you can set this as default. There is a registry edit to
disallow saving as "web page complete."

See: http://www.jsiinc.com/SUBD/tip1900/rh1976.htm
Look for "NoBrowserSaveWebComplete... Only save as .HTML, .HTM, or .TXT."
