make custom form available to all

If I design a custom form in outlook how can I make it
accessible to other users on the exchange server? and
can I make a form available to just a group of users
rather than everyone?

To make it available to all you publish it to the Exchange Forms
Library. You control who has access to it by defining a security group
and limiting access to members of that security group. Your system
administrator will be able to set up the security group and add the
members to it.

How do I publish to the exchange forms library - I don't
see an option in the list for this when I go to the
publish forms option
