"Make available offline" function

I'm trying to synchronize the files on my laptop with my
desktop. Both computers are networked together. The
laptop runs Win XP Home Edition and the desktop uses
Win98SE.

With the laptop which uses Win XP, I'm right clicking on
the folder I want to synchronize expecting to see "Make
available offline" but it doesn't appear.

When I go to Tolls|Folder Options, I expect to see a tab
reading "Offline Files" but that doesn't appear either.

Can you please suggest my next step?

The Offline Files feature is only available with Windows XP Professional.
