"Make Available Offline" doesn't work

Win2K Pro SP4. I have the "Make Available Offline" option in Explorer, but when I click it & go back to the file there is no tick and nothing happens when I try to synchronize. I have tried reinitialising the cache and disable offline, reboot, enable offline, reboot but still can;t get it to work

I've tried logged on as more than one user but still no joy

I suspect there's some registry setting that's gone awry, but no idea what. Any suggestions appreciated
 
offline files is a 2 part process.You have to make the
folder itself available offline (sounds like this is what
you have done) but you also have to allow your computer
to use them: double click "my Computer",
select "tools", "folder options", "offline files", then
tick the box to "enable offline files"
