We have an existing domain (Win2000 native) that we would like to make a child of a new domain (haven't created this parent domain yet). Is this possible?

Yes it is possible. But it will take a ton of work in your situation.

The only time you can create a "parent/child" relationship is after the
parent is created you add the child domain during dcpromo on the child
domain.
If you were in mixed mode you could add a NT 4.0 BDC to the domain you want
to be the child, replicate, dcpromo all Win 2k DCs in the domain to member
servers, promote the NT 4.0 BDC to PDC then start the upgrade again adding
the child domain to the parent.

Since you are in native mode, you can't add a NT 4.0 BDC to your existing
domain to hold all the domain/user info while that information is removed
from the Win 2k DCs during dcpromo. You will have to enter the users info
manually.
